Choose Kotor if you want scenery, history, old-town atmosphere, boat trips, and a more romantic or cultural base. Choose Budva if you want beaches, nightlife, beach hotels, restaurants, and a classic coastal holiday. If you have at least five days in Montenegro, the best plan is often to split your stay: start in Kotor for the bay, then move to Budva or Bečići for beach time.

For a short first trip, Kotor is usually the best base in Montenegro. For a summer beach holiday, Budva is usually more practical. For the most balanced experience, include both.
